It was taken over by counterculture folks in, I believe, the 70s. It was full of old military barracks. Never been there but hope to visit! Read a great article about the place years ago by Porter Fox in The Believer. There's also YT vids on it.
I visited Slab City and East Jesus, out near the Salton Sea, which has very much the spirit and vibe you describe. A mix of Capitalist- and drug-casualties, independent thinkers, obnoxious cranks, and just plain outsiders in a barren dusty plain...thousands of RVs and frail addenda, surrounded by junk, art, and both. Worth a visit, and a ponder, as 'the last free place in America.'
