Whoever was responsible for the safety of that piece of glass is the person who is at fault. That glass was always going to break. It's the nature of glass to break. If the art was valuable enough to avoid breaking forever, then the art was valuable enough to stash in such a manner that it can be seen, but not broken accidentally.
Next, it wouldn't be the first time a piece of art was staged to be broken, it's a known scam to arrange such an accident and then demand compensation. Someone tried it with me in a semi-private museum once, I backed up, but I caught the thing. And the scam. Another event was when I was a kid in Spain. My brother and I had just left a room containing an ironwork I had noticed had hinges, but the collapse was triggered too late. We weren't in there. Anyway, it is a mere tweak to add insurance to that scam. Makes me wonder about this story. Was there insurance? Another question naturally follows but a lot of people wouldn't like it.
